Monsters get charges every x seconds?

For the map mod monsters get endurance/power/frenzy charges every x seconds? When does this timer actually start? How many charges can they have?

Upon first contact with the enemy? Upon entering map? Other?

Why doesn't it just say: monsters have endurance/frenzy/power charges instead?
I thought it was on first contact. I think the game would actually do way too many calculations if it gave charges to the whole map at once.

In fact, if you're heavily desynced with Leap Slam, you can see much farther ahead than where your character actually is. The geography of the map will load, but monsters and chests do not.
They start getting charges when you get close enough to wake them up.

As for why monsters don't just spawn with maxed charges; Some monsters spend charges with skills, some builds steal charges from monsters and of course sometimes you kill them before they reach their max number of charges.

And worst change is putting almost all bosses in new version of maps into fucking small areas, where you can't kite well or dodge stuff. What a terrible idiot invented that I want say to him: dude flick you, seriously flick you very much.
