Hook a brotha up (help me plan my next character)

Hey guys, i've been looking to make a new build but i haven't decided what yet.
It doesn't need to be a shadow but it should have to following attributes:
- Fast clearspead
- Doable on a 20ex budget (standard)
- must scale decently well with gear after 20ex (eg, if i go overbudget later, it should keep getting better)
- Fun, this is really important, cyclone was a great build, but it got mind numbing after a while
- Preferably nothing too insane mechanically (eg lots of damage conversions and little wiggle room for modifications)
- not too prone to desync (not very important, i have an oos macro and don't play hc)
- dps of over 15k single target
- able to survive decently, no major defensive weakness such as reflect

Thanks guys, any advice/build guides would be appreciated, and remember, it doesn't have to be a shadow build, i just like them.
