Why does the damage increase for ball lightning cap out at level 18?

" If you mean "why there are no damage numbers at PoEWiki?" - it's not done yet (and constantly upgrades) It's really stupid to think that Ball Lightning gem gets no damage increase at 19 and 20 level -_- Remember, suffering is convenient.
That is why many people prefer it. Happiness requires effort. |
