CoC/Discharge, tank with Arctic Armour - need help

My first topic. Hello everyone from Poland :) I'm really sorry for my bad language but I need your opinion.

I was searching for build for myself but everything... well was too expensive or too boring so finaly I decided to create something new. Its not a ready build I have only 33lv at the moment with it but for now with only 3 gems its going... well really hard I need an unique ring to change this but this ring is on 60lv and I have no a single damn idea where to get that but its a different story.

Creating this I was basing on 3 different builds:

So I created something like this:

6 link armor: Cyclone, CoC, Discharge, Mana Leech, Arc, Additional Fire Damage
4 link: Ethernal Knives, Multistrike, Additional Fire Damage, Mana Leech
other: ARCTIC ARMOR, Detonate Dead, Cast when Damage Taken, Enfeeble, Clarity, Tempest Shield and reduced mana cost (forgot gem name)

The ring I need: Romira's Banquet Diamond Ring

Weapon: Wand or Sceptre (main damage is from Discharge, so I need as much Elemental damage as possible, but when enemy is immune to elemental damage I can use Eternal Knives with good physical damage).

Armor and Shield: everything with Armor and Energy Shield stats. Would be great if there would be a very hight mana recharge time/amout.

My main idea in this build is to create a really hight survivability (immortality mayby?) with average damage in every situation. As long as I have mana I should be immortal because of Arctic Armor. Detonate Dead + Tempest Shiled will rise up my dmg (passive tree will rise up my elemental/spell dmg). Clarity with passive tree like this will recover my mana in seconds. I like gameplay like in evasion discharger build so thats why I create combo Cyclone + Discharger but I dissagree with evasion in any kind of build. I created "you cant touch this" build up to 82lv and everything was still hitting me really hard so I start looking for different options and shield converted to mana with arctic armour sounds like a great idea.

And for the end, this is a really cheap build - you need only one unique item, hight level and many gems (and yes, leveling from 1-33 for now is PAIN AS FU but for now only because i dont have all gems (and links...) I need).

So guyz, whet do you think?

A little passive update. Well for now (63Lv) I feel almost unkillable. After wearing a Romira's Banquet Discharge is exploding like crazy. Arctic Armor with Molten Shell is doing a great job. Next target: to get a Voll's Devotion - I need an Endurance Charges to rise up my damage and survivability (after detonating Discharge I loose all Power Charges and I usually have 2-3 so I'll get 2-3 Endurance Charges after every second Discharge - sounds great 2x ele dmg + a great amout of survivability for few seconds).

Im thinking about Ethernal Knives to fit up the build (Cyclone + Artic Armor is a really huge mana drain and sometimes I have to stop to recorvery it) but for now I have no idea how to incrase physical/projectile DMG... mayby from gear? One handed swords/rapiers/daggers? Any ideas?

The last problem with the build is gear. I have to take gear with Armor/Energy Shield (i really need a huge mana pool and recorvery) but would be nice to have some Evasion too. I cant find a way to balance this... Aegis Aurora - can grant me a lot of A/ES to fit up my ES needs but from what I know its almost impossible to drop this and I didnt found anything what can fit up my needs with Evasion :/
