That is not the case. There has been no change to prevent Curse on Hit from working with AoE. It does work with Cold Snap.

The current state of this issue is still as explained in my post which was quoted above -Herald of Ice has a particular implementation detail which prevents the explosion damage from recognising the linked curse on hit gem.
