Volatile mines - Don't interrupt movement

I like the concept of the Volatile mines notable, which makes mine detonation instant. If you test this out it's very clear that this works, as your mines go off a lot sooner. However, when you activate your detonate key, your character still stops if you have movement queued. As a result, while it appears that you eliminate the detonate cast delay completely, because your character's movement still gets interrupted your actual gains from this notable is not very much.

Proposition: I think Volatile Mines should eliminate the cast time and the movement interruption. That is, you can trigger mines on the fly. I think this would feel a lot better for the playstyle of anybody speccing into mines.
