Newb Bow Ranger Questions

Hi all, newb here, all answers greatly appreciated

I'm at level 30 in Rampage now. And I don't have no idea what am I gonna build.
Got no idea what bow skills are there, their pros and cons. Any advice?

Barrage looks cool, but I don't see it being used a lot (at least it's not mentioned in the Ranger builds list thread). Is there a reason for this?

Armor vs Evasion, pros and cons? Is armor based slower on ms?

Why does CoC lag? Client hardware performance? Server side/network load? Or both? Is this still true now?
