High life regen with reserved life makes perfect sense, the regen is based on your max pool.
If you reserve 66% life, you can use things like Springleaf for a permanent 6% regen.
Also, if this Keystone would affect flasks, that'd mean that non-CI users would have no way of regaining life but leech.
That's really Vaal Pact territory.
I already plan for an RF build with this, which I haven't tried in the slightest yet, though I certainly would like the Keystone to be based of life for regen to make hybrids better.

5L is aimed for, more won't be necessary. +1 Bow is probably uncommon, but available early. And not useful for much else. Suppose my first char will be a health caster with zombies to be more gear independent.^^ iLvl 50 will certainly be required for those great mods, yes. If I quickly get a QR, I'll use use it. If I find a decent +1 Bow earlier, that'd be the choice, after all, I can use PA as a secondary to raise my dps. Well, now that the patch notes are out, you'll know why I shunned QR. I aim to grab a +3 bow in late game, to get a pretty massive damage from every explosion. With penetration being 9% less, I guess that flammability is mandatory. Haven't tried, obviously. RT is just too far off to venture there, especially given the high base crit chance of EA.
