However, I am sure the problem is on my end, and nothing to do with the game itself, however I am stumped as to why. I'll keep trying.
This error is related to the UAC but there is an easy workaround other than deactivating the UAC.
Rename or delete the client.exe
then rename the client.tmp to client.exe
Running in Admin modus helps some people but not all
